KCCI has formed various Sub-Committees to cater to the diverse needs of the Business and Industrial Community. These Sub-Committees of KCCI not only play a vibrant role in resolving issues faced by the Traders, Businessmen and Industrialists but also strive to provide relief to the general public particularly citizens of Karachi. The sub-committees of KCCI have a very productive record of follow-ups and successful redress of miscellaneous problems and complaints received by KCCI.

Each committee has a chairman, deputy chairman, senior vice chairman, vice chairman and advisor who are nominated from the Business and Industrial Community to oversee issues and problems pertaining to their sub-committee and decide on the course of action. All the sub-committees and special committees are managed by deputy secretaries. They gather information, prepare proposals, do correspondence and maintain liaison with all the stakeholders. They arrange meetings with relevant authorities and members to seek input and highlight various issues at all levels. Members are requested to submit complaints in writing and attach relevant documents for the support of these complaints so that the speedy solutions could be reached.

KCCI proactively advocates policy-making to the Government and public organizations by formulating and presenting proposals to establish new and amend existing legislations.

KCCI Sub-Committees & Special Committees

Customs and Valuation Sub-Committee of KCCI plays a vibrant role in resolving various issues pertaining to customs and valuation matters, arranging meetings with relevant customs and government authorities and highlighting their issues at all levels for speedy solutions. The Sub-Committee handles issues related to the Customs Department including preparing proposals and recommendations for budget, dissemination of information about changes in custom rules, duties and custom valuation rulings of various import items, participation in  meetings related to customs, liaising to get unjustified valuation rulings revised as well as to seek rationalization of custom, additional custom, regulatory and antidumping duties.

This Sub-Committee looks to resolve various issues pertaining to Import, Anti-Smuggling, Quarantine & Certifications matters. It also arranges meetings with relevant Customs Department and government authorities and highlights relevant issues at all levels. In addition to this, the sub-committee handles issues related to unjustified delays, detention of consignments and recommendation letters for WEBOC ID, and bonded Warehouse.

This Sub-Committee performs an important role in resolving the issues pertaining to ports, shipping and multimodal transport matters. The Sub-Committee arranges meetings with relevant authorities and raises issues that arise in the areas under its gambit to reach timely resolutions of member complaints. The Sub-Committee further deals with issues related to demurrage charges, detention of consignments and other unjustified shipping, port or terminal charges.

Women have high entrepreneurial talent and play an important role in building the backbone of a nation’s economy. KCCI took the initiative to form a Women Entrepreneurs subcommittee in 2004-2005 to boost the confidence of women entrepreneurs by providing them with the opportunity to interact, at equal level, with their business counterparts as well as government functionaries. Following are main activities performed by the subcommittee:

  • Facilitates Women Entrepreneurs by providing them professional assistance, trainings and relevant information for the adoption of professional approach in their businesses.
  • Creates awareness among the women entrepreneurs regarding the incentives and benefits being offered by the Financial Institutions, Banks and Government institutions.
  • Promotes women entrepreneurship through research, collection of information, exchange of good practices and business exposure etc.
  • Organizes and facilitates meetings, workshops & seminars to enhance capabilities and business expertise of women entrepreneurs.
  • Researches markets to identify opportunities for participation of women entrepreneurs in local and International Exhibitions/ Seminars. Manages participation of women entrepreneurs in local and foreign exhibitions on most favorable negotiated concessional packages.
  • Plans, organizes and facilitates trade delegations of women entrepreneurs to foreign countries to explore the international business opportunities.
  • Communicates & coordinates with the relevant governmental departments to facilitate their business activities.

KCCI has been annually organizing its flagship international “My Karachi Exhibition” under the theme of “Oasis of Harmony” annually since the year 2004. Since its inception, the My Karachi Exhibition has proven to be the main and most colorful event each year and Karachiites turn up in large numbers to attend this event. This special committee organizes, executes and monitors all activities of My Karachi Exhibition. It aggressively engages in promotional activities and all event related matters including networking sessions, meetings with Karachi based consulates and booking sponsorship opportunities. A number of innovative attractions have been added to the event over the years including designer lawn pavilion, international pavilion, food court arena and cultural shows etc.

This committee handles all health and education related meetings, issues and events. It remains active in terms of liaising with most health and education related institutions including universities, colleges, vocational institutes, hospitals, medical colleges/universities and technical and research centers etc. The objective of the committee is to act as a bridge between members and concerned authorities and solve issues in these sectors. Knowing the importance of Academia & Industry linkage, the Committee is making all efforts for a sustainable and positive relationship.

The Communication Sub – Committee looks over issues related to communication sector such as those matters that pertain to PTCL, mobile companies, PTA, railways and other technology relevant authorities like ICT etc. The objective of the committee is to promote, support and encourage moves that provide latest and advanced technologies to common people.

KCCI has formed a Special Committee for Small Traders which represents more than 60% of the business community in Pakistan. It promotes, supports and encourages small traders in doing business and takes up their numerous issues and problems. Small traders and businessmen do not have meaningful access to different authorities, hence KCCI, through this committee, gives these businesses a platform to raise their issues and have them resolved.

General Sales Tax/SRB Sub-Committee handles, manages and focuses on matters related to Sales Tax being charged by Federal and Provincial revenue authorities as per the Sales Tax Act 1990 and Sindh Sales Tax Act 2011. It recommends tax reforms to government authorities and also tries to resolve taxation problems and issues being faced by the Business and Industrial Community.

This Sub-Committee plays a significant role in tackling day to day federal taxation affairs with a view to mitigate and redress the problems confronted by the traders, business and industrial sectors and improve its performance.  This proactive approach of KCCI provide a level playing field to its member firms and business friendly environment. It compiles budget proposals on federal taxation shared by the businessmen and prepares a formal document of budget recommendations which it presents to the relevant authorities ahead of the budget for consideration.

The Provincial and Local Taxes Sub-Committee of KCCI has an objective to resolve the issues being faced by member firms regarding provincial and local government taxes. This Sub-Committee liaisons with the revenue departments including local bodies and provincial departments to formulate policies, which can efficiently rationalize and simplify the system of collection of provincial and local taxes to provide all possible facilities to the taxpayers and traders.

This Sub-Committee plays an extremely important role in resolving security issues in order to have peace in the city. In this regard, relevant officials remain vigilant and maintain continuous contact with various Law Enforcing Agencies.

The Police & Chamber’s Liaison Committee (PCLC) is also a part of the Law & Order Sub-Committee of KCCI and is working under the Notification No. POL-HD 110-512006 dated: 06-02-2007 issued by the Home Department, Government of Sindh, Karachi. PCLC has its office within the premises of the KCCI and is working 24/7 in order to serve the Business and Industrial Community of Karachi. They remain in contact with all Police Stations of Karachi at all times and maintain relevant and up-dated information. Officials of the PCLC and drivers who drive its vehicles are in fact, Police Officials being paid by KCCI for the facilitation of the Business and Industrial Community, which is an excellent effort towards making the Police Officials perform efficiently and without any kind of political involvement or influence.

In addition to working in close coordination with Sindh Police, the Law & Order Sub-Committee also maintains coordination with Pakistan Rangers Sindh, via high-tech walkie-talkie received from the office of DG Rangers for security purposes. At times the Committee also interacts with other wings of Pakistan Army as well, such as Anti-narcotics Force (ANF) and Corps Commander to discuss matters of mutual interest.

This Sub-Committee plays a pivotal role in resolving matters related to electricity (KE & NEPRA), natural gas (SSGC & OGRA), water, sewerage (KW&SB) and other civic issues. Working of the Sub-Committee is simple and in accordance with approved Standardized Operating Procedures (SOPs) of KCCI.

Banking and Insurance Sub-Committee of KCCI handles all tasks and complaints related to the banking and insurance. This includes highlighting issues at all levels for speedy solutions and arranging meetings with relevant officials where necessary.

The aim of the Exports / Special Economic Zones Sub-Committee is to facilitate in resolving bottlenecks faced by the exporters and producers in Pakistan. It provides policy inputs, views and recommendations to the Ministry of Commerce for contributing to the national economy through trade liberalization and facilitation, improving export competiveness and reducing cost of doing business. It also provides information and facilitation to members on Special Economic Zones and related sectors.

Exhibitions are an important source of information in industrial buying process therefore, the main objective of the committee is to promote business along with products and services through encouraging trade delegations, exhibitions and trade shows. It provides opportunities for participation in KCCI’s business delegations that visit different countries as well as arranging B2B meetings with foreign counterparts. KCCI’s WTO, IPR, FTA & Regional Trade Sub-Committee works closely with organizations involved in policy-making, e.g. patents, trademark, copyright offices including its parent body Intellectual Property Organization of Pakistan (IPO-Pakistan) and some other international and national organizations.

The Housing and Real Estate Sub-Committee facilitates in resolving issues faced by the business community related to this sector; through continuous interaction with concerned bodies and Government institutions. It takes up the crucial and pivotal matters to concerned quarters to get them resolved.

It has also achieved numerous goals for the betterment of trade and industry in Pakistan since it was formed many years ago. The travel and tourism Sub-Committee engages stakeholders of the tourism industry and compiles their valuable suggestions. KCCI prepares recommendations and presents them to the Government at Federal, Provincial and local level for amicable resolution of the issues and to promote activity in the sector.

KCCI’ s Diplomatic Missions and Embassies Liaison, Sub-Committee maintains and fosters friendly business relationships with all countries in the world with an emphasis on neighboring countries. It also maintains regular interaction with embassies and consulates in order to strengthen international ties. KCCI always encourages the visit of Consul General and Ambassadors of various countries to discuss the potential areas of trade enhancement between countries.
